Entry can only occur if a Liability Order has been issued against you by a magistrate acting on behalf of the local authority. For businesses, an unpaid fine from a Magistrate, County Court, or High Court is required.

Reasonable Force:

Enforcement agencies are only permitted to enter a property if they have previously been inside. ‘Reasonable force’ can be employed to re-enter, which may involve enlisting the services of a locksmith. Attempts to gain entry are restricted to the hours between 6 am and 9 pm.
